Severe judder on 25fps video (refresh rate does not change for 25fps video)

System is set to 1080p@24Hz, and "change refresh rate to match content" is turned ON.

Expected: When playing 25fps video, video mode changes to 50Hz.
Actual: Video mode stays at 1080p@24Hz, and severe video judder occurs.
