Make adjustable audio offset a global configuration setting

Description

My audio is off by 50ms default so I would like to be able to make this a global setting, and not have to set this every time I play a video. I could not find a global configuration setting for this and I think this would be very useful.

all media played on my setup needs an offset, because my TV has post-processing that adds a couple hundred ms delay. hdmi is used for video, and toslink is used for audio. so, the audio is always off by that much. it'd be very convenient to have a global setting for this. otherwise, i need to set it for each file played.
